What are ChatGPT Ads?

ChatGPT Ads are paid placements shown separately from ChatGPT’s model answers. OpenAI documents an ads system that can consider the current conversation’s context and intent, the ad landing page, title, copy, advertiser-provided context hints and other permitted signals when determining relevance and delivery.

The planning implication is important: a growth team should not treat ChatGPT Ads as a new search box with a new keyword list. The more useful planning unit is a decision context — what the person is trying to accomplish, what constraints they mention, what alternatives they are comparing and what would make an offer relevant at that moment.

Conversational demand is demand expressed as a job, situation, constraint, comparison or decision in natural language. ChatGPT Ads planning should organize that demand into intent clusters that can share a relevant message and landing experience.

CPM, CPC or oCPC?

OpenAI currently documents three campaign objectives. CPM is designed for reach and awareness, CPC for traffic and engagement, and oCPC for optimizing toward a selected downstream conversion after a click. oCPC is still billed on valid clicks rather than on conversions.

  • Use CPM when the main job is visibility and reach.
  • Use CPC when the main job is driving qualified visits and learning which contexts earn clicks.
  • Use oCPC when conversion tracking is healthy and the selected standard event is meaningful enough to guide optimization.

Context hints are not exact-match keywords

OpenAI describes context hints as additional information about what a product offers, who it helps or when it may be useful. They can describe needs, situations and natural variations inside an ad group. They are not exact-match controls and do not guarantee delivery in a specific conversation.

Our preferred structure is JOB × MOMENT × CONSTRAINT × FIT. For example, instead of the broad phrase “project management software,” describe a context such as “a growing product team trying to replace spreadsheets with a lightweight project tracker before adding more headcount.”

The landing page is part of the matching system

The landing page is not merely the place a click ends. OpenAI says landing-page content can be a relevance signal and also uses web crawlers to validate submitted ad destinations. This makes landing-page specificity operationally important.

  1. State the product or service clearly in the first screen.
  2. Make the intended use case and audience explicit.
  3. Use proof that is specific to the buying context: examples, data, comparisons, customers or methodology.
  4. Keep the page reachable without authentication, bot challenges or crawler blocks.
  5. Match the promise in the ad to the content and CTA on the page.

Measurement: connect the click to a business event

OpenAI documents conversion measurement through a JavaScript Pixel and/or Conversions API. For oCPC, the campaign needs a supported standard conversion event. Before launch, define a clean event hierarchy such as page view → qualified form start → lead submitted → purchase and choose the event that represents enough value and enough volume to be useful.

Europe: use the preparation window

As of 30 August 2026, OpenAI lists self-service Ads Manager access as coming soon across its European expansion markets. Rather than waiting for the switch to flip, teams can prepare the reusable assets now: demand map, context-hint clusters, ad concepts, landing pages and conversion events.
